The Media bay is the standard removable optical drive bay. Dell
provides your optiical drive, a floppy drive (which also has a USB
port) and a plastic insert supposedly for when you don't have anything
slotted in the media bay. Dont use the plastic insert! There is no obvious way of removing it, so I had to play around with screw drivers and paper clips to get it out!

13.2. Removable floppy drive
I hardly use floppy drives anymore. I've tried the floppy drive in
both the media bay, and with the USB cable. Both methods work
unsurprisingly!
